Ogalla made this disclosure during the 3rd Distinguished Personality Lecture at the Institute for Peace and Strategic Studies (IPSS), University of Ibadan, where he delivered a paper titled “Role of the Nigerian Navy in Combating Maritime Crimes for Enhanced Blue Economy in Nigeria.”

He advocated for the establishment of specialized courts to handle maritime crime prosecutions and reported that 250 vessels seized over the past nine years have been handed to prosecuting agencies. However, only 82 of these cases have been resolved, leaving 168 vessels still in the custody of the Nigerian Navy.

Ogalla emphasized the Navy’s commitment to creating a secure environment essential for advancing the blue economy but highlighted challenges such as community leaders who justify criminal behavior, complicating law enforcement efforts. He also noted that inefficient prosecution has led to the loss of numerous cases and significant expenditure on legal services, totaling over N450 million, which could have been better spent on essential infrastructure for maritime crime prevention.
