According to the report, Emefiele and 12 top officials of the bank may face trial for the suspicious payment. The CCTV footage captured the alleged withdrawal at the Abuja branch of the CBN on February 7th and 8th, 2023. The report details a series of letters, including a supposed Presidential Directive on Foreign Election Observer Missions, which led to the unauthorized removal of the funds.

The document further reveals a follow-up letter sent to the Governor, Mr. Godwin Emefiele, requesting approval for the payment. A subsequent letter from Emefiele authorized the payment of $6.23 million in cash to unidentified individuals. Two suspects have been arrested in connection with forgery, concealment, conspiracy, and fraud.

Additionally, the report exposes Emefiele’s involvement in acquiring a second-generation bank in 2019, rating him as a “mysterious shareholder” who provided interest-free, long-term loans to entities without evidence of payment. The investigator disclosed the use of proxies and opaque circumstances surrounding the acquisition, emphasizing that relevant parties were met, except for an expatriate reportedly hospitalized in Switzerland.

Jim Obaze concluded the report by detailing the consolidation process proposed by the entity acquiring the bank, seeking CBN’s no-objection and outlining the four phases involved. The investigation raises serious concerns about financial misconduct, fraud, and misuse of CBN resources under Emefiele’s leadership.
