The UK Home Secretary, James Cleverly, has raised concerns about international students potentially exploiting university courses as a means to acquire work visas, which he believes could compromise the integrity and quality of the UK higher education system. Cleverly conveyed these apprehensions in a letter addressed to the Migration Advisory Committee (MAC), urging a review of visa policies amid worries that certain courses might be serving as shortcuts for obtaining work permits.

According to a report by the Guardian UK, Cleverly has called upon the MAC to investigate whether the current graduate visa entitlement, which allows international students to work in the UK for two or three years post-graduation, is failing to attract the most talented individuals to the country.

However, leaders within the university sector are anxious that any reduction or restriction in the graduate visa pathway could lead to a significant decline in international student enrollments, potentially triggering a financial crisis for universities heavily reliant on income from international tuition fees.

While emphasizing the government’s commitment to welcoming talented students globally, Cleverly also underscored the need to ensure that the graduate route is not being exploited for immigration purposes, particularly pointing out instances where individuals might be leveraging low-cost courses as a gateway to work opportunities rather than genuine educational pursuits.

Cleverly has directed the MAC to scrutinize any potential abuse of the graduate route, assess its effectiveness, and identify universities whose graduates predominantly utilize this pathway. Moreover, he has tasked the committee with evaluating whether the graduate route is undermining the overall quality of UK higher education and its ability to attract and retain top-tier international students, thereby contributing to economic growth and enhancing British academia.

In response to Cleverly’s letter, Rachel Hewitt, the chief executive of the MillionPlus group of universities, expressed concern that the government’s review appears targeted at undermining the success of British higher education. She emphasized the critical role of the graduate route in universities’ appeal to international applicants and urged recognition of its value rather than erosion.
