The budget, titled “Changing Gears 3.0: Solution Continues,” is designed to intensify the execution of the transformative programs pursued since the administration’s inception. Soludo disclosed that ₦595.3 billion, or 79% of the total budget, is earmarked for capital expenditure, reflecting his infrastructure-focused governance approach, while recurrent expenditure is set at ₦161.6 billion, accounting for 21% of the total.

The proposed plan includes a ₦225.7 billion deficit, which the governor said would be financed through a combination of public-private partnerships, enhanced internally generated revenue, concessions, and support from financial institutions.

“I present to you the proposed 2026 budget, totalling ₦757,884,487,705. Compared to the 2025 budget of ₦606.99 billion, this marks a 24.1% increase,” Soludo stated. He highlighted that despite 2025 being an election year, the state achieved over 60% budget performance, demonstrating focus and effective execution.

The governor stressed that the 2026 budget framework aims to stimulate growth across all sectors while maintaining disciplined fiscal management. “We remain committed to responsible fiscal management, with no borrowing for consumption. Every kobo will be prudently utilised to maximise value for the people of Anambra,” Soludo said, adding that the plan seeks to continue building a prosperous, livable, and smart state.

In response, Speaker Somtochukwu Udeze praised Soludo for the “massive ongoing transformation projects” across the state and assured that the draft budget would receive swift and thorough consideration by the legislature.

The increase from the 2025 budget of ₦606 billion to the 2026 proposal of ₦757 billion represents a ₦151 billion growth, or 24.1%.
