$1bn Backlog Stalls Appointment Of New Envoys, Sparks Diplomatic Crisis

President Bola Tinubu is set to finalize the list of prospective Nigerian envoys to various countries and international organizations during his holiday in Lagos.

Sources close to the President confirmed that the process of appointing ambassadors has been “activated,” though delays arose due to funding challenges. These include settling arrears for foreign service officials, addressing overhead backlogs, replacing old vehicles, and renovating embassy buildings—costing an estimated $1 billion.

Since assuming office in May 2023, Tinubu has reassessed Nigeria’s foreign policy, culminating in the September recall of 83 career and non-career ambassadors. Nigeria maintains 109 missions globally, including 76 embassies, 22 high commissions, and 11 consulates.

Initially expected to transmit ambassadorial nominees to the National Assembly by December, the President has opted for further reviews. According to an anonymous official, Tinubu is personally reviewing the final list in Lagos, with additional security and background checks to follow before Senate screening.

“It was anticipated the list would be ready by year-end, but it now appears the process may extend into January,” the official revealed.

Concerns within the foreign service and expert opinions highlight the consequences of prolonged delays in appointing envoys. The absence of Nigerian ambassadors 15 months after the initial recall has drawn questions from host governments and could impact Nigeria’s international standing.

Meanwhile, Special Adviser on Information and Strategy, Mr. Bayo Onanuga, emphasized the importance of a thorough vetting process, noting that the list includes both career and political ambassadors.

“The foreign affairs and consolidated lists must undergo due processes before being finalized and sent to the National Assembly,” Onanuga stated.
