The bill aims to address and penalize actions that threaten national unity and security. It targets activities that could incite violence, promote separatist agendas, or undermine the Federal Government.

Under the proposed legislation, penalties include:
– **₦5 million fine or 10 years in prison** for destroying national symbols, refusing to recite the national anthem or pledge, defacing places of worship with intent to cause violence, or undermining the Federal Government.
– **₦2 million fine or 5 years in prison** for mounting illegal roadblocks, unauthorized traffic control, illegal curfews, or conducting unauthorized processions.
– **₦4 million fine or 2 years in prison** for denigrating or embarrassing the leadership of any community, religion, local government, state, or federal government.
– **₦5 million fine or 10 years in prison** for engaging in activities that lead to conflict threatening Nigeria’s corporate existence.
– **₦5 million fine or 10 years in prison** for forcibly taking over public or private places.
– **₦3 million fine or 4 years in prison** for professing loyalty to organizations that disregard Nigeria’s sovereignty.
– **₦15 million fine or 20 years in prison** for receiving financial or political support from foreign entities that conflict with Nigeria’s interests.

Additionally, the bill stipulates:
– **₵3 million fine or 5 years in prison** for undermining national security or community harmony.
– **₵5 million fine or 3 years in prison (increased to 7 years for repeat offenses)** for persistent disregard of authority and legal norms.
– **₵5 million fine or 7 years in prison** for habitual law violations, resisting arrest, or engaging in rebellious behavior.
– **₵10 million fine or 15 years in prison** for establishing or supporting unauthorized paramilitary groups or militias.
– **₵1 million fine or 3 years in prison** for illegally constructing structures or taking over public spaces.
– **₵2 million fine or 2 years in prison** for possessing or using military, police, or intelligence agency uniforms without authorization.
