Ministries Allegedly Pressuring For Illegal Promotions Of Workers, Memo ClaimsThe Federal Government, through the Office of the Head of Civil Service Commission, has raised concerns about ministries bypassing due process in the promotion of special civil servants. A memo, signed by the Head of Civil Service of the Federation, Didi Walson-Jack, and seen by our correspondent, cautioned ministries against these actions.

The memo, dated October 28, 2024, emphasized that any requests for the promotion of deserving civil servants should be properly forwarded to the Federal Civil Service Commission (FCSC) for review. It was directed to top government officials, including the Chief of Staff to the President, Secretary to the Government of the Federation, Ministers, Heads of Departments and Agencies like the Economic and Financial Crimes Commission (EFCC), the National Drug Law Enforcement Agency (NDLEA), and Permanent Secretaries.

The memo noted: ā€œIt has come to our attention that ministries are submitting requests for special promotions from one salary grade level to another without adhering to the correct procedures. Going forward, all Ministries and Extra-Ministerial Departments are advised to follow the established procedures outlined in Part IV, Section 24 of the ā€˜Guidelines for Appointments, Promotion, and Discipline’ (2004 Edition) issued by the Federal Civil Service Commission.ā€

The memo further clarified that all promotion requests must be sent to the Chairman of the Federal Civil Service Commission, with the recommendation coming from the Permanent Secretary, through the Office of the Head of the Civil Service of the Federation.

It concluded with a reminder for strict compliance with the guidelines to ensure transparency and fairness in the promotion process.
