The 2024 budget has earmarked a total of N13,805,814,220 for the upkeep of former presidents, vice presidents, heads of state, Chiefs of General Staff, retired heads of service, permanent secretaries, and other dignitaries. Notable beneficiaries include former Presidents Olusegun Obasanjo, Goodluck Jonathan, and Muhammadu Buhari, as well as ex-vice-presidents Atiku Abubakar, Namadi Sambo, and Prof Yemi Osinbajo, among others. The budget breakdown reveals that N1 trillion is provisioned for public service wage adjustment, covering government Ministries, Departments, and Agencies, including arrears of promotion, salary increases, and severance benefits. The entitlements of former presidents/heads of state and vice presidents/chief of general staff account for N2.3 billion, while N10.5 billion is proposed for benefits for retired heads of service, permanent secretaries, and professors.

Severance benefits for retired heads of government agencies and parastatals are set at N1 billion, with additional allocations for the Presidential Amnesty Programme, the Office of the Presidential Adviser on Energy, and various special projects. The government is also proposing N40 billion to offset electricity debts owed by all MDAs to power distribution companies.

In terms of sectoral allocations, the Ministry of Works leads with N521.3 billion, followed by the Ministry of Finance with N519.9 billion, and the Ministry of Defence with N308.2 billion. Other significant allocations include N304.4 billion for the Federal Ministry of Health and Social Welfare, N264.2 billion for the Ministry of Power, and N265.4 billion for the Education Ministry.
