A retired Airforce General emphasized that one of the primary reasons for the lingering insecurity is the absence of clear and direct orders from Presidents or Commanders in Chief since the advent of democracy in 1999. He contended that the solution lies in issuing explicit instructions to the Minister of Defence, the Chief of Defence Staff, the Service Chiefs, and the Inspector General of Police, specifying a timeframe of three, four, or six months to eradicate the insecurity. The retired General asserted that failure to achieve this objective within the stipulated timeframe should lead to the removal of the Minister, CDS, and Service Chiefs, ensuring accountability.

An alternative approach proposed by a retired army general suggested a comprehensive military operation, akin to a “Scotch Egg Approach,” wherein criminal elements are strategically cornered and eliminated. This operation would involve mobilizing all personnel from a designated division area, armed and led by the General Officer Commanding (GOC), effectively encircling and neutralizing threats in a targeted region. The retired general argued that this proactive measure, coupled with the resolve to hold accountable those responsible, would bring about a significant improvement in the security situation within six months.

Addressing kinetic efforts, an Airforce general emphasized the need for a paradigm shift, advocating for a reorientation of the police and other paramilitary agencies. Proposing the removal of the term ‘Force’ from the police’s nomenclature, he suggested renaming it the “Nigerian Police Service” to align with global counterparts focused on serving the public. Additionally, the general recommended joint combat training for lower-ranking personnel across various security agencies, promoting cohesion and collaboration. He underscored the importance of establishing a Joint Counter Terrorism Training Centre for all paramilitary personnel to enhance their effectiveness.

Another retired Airforce general called for the adoption of the “Operation Sweep Strategy,” previously implemented by Brigadier General Mohammed Marwa (rtd) during his tenure as governor of Lagos state. The retired general emphasized the need for political will, public cooperation, and a collective stance against kidnapping and bandit attacks. Drawing from the success of “Operation Sweep” in Lagos, he highlighted the importance of swift responses, robust intelligence gathering, and community-driven initiatives to thwart criminal activities.
