The Awka Capital Territory Development Authority (ACTDA), in a statement signed by Town Planner Charles Ekwunife on behalf of Mr. Ossy Onuko, the agency’s Managing Director and CEO, emphasized the importance of soil tests for high-rise buildings, citing this as a key factor in recent collapses.

The new regulations include:
– No occupancy or overnight stays in buildings under construction.
– Construction work must end by 7 p.m., regardless of lighting conditions.
– Buildings exceeding two floors in the Awka Capital Territory (ACT) and hostels above one floor must have a soil, material, and structural integrity test report.
– Developers must obtain Builder’s Liability and Public Liability Insurance before project approval to protect site workers and the public, and to shield developers from legal liabilities related to collapses or accidents.

Additionally, ACTDA has noted that some developers have deviated from approved building plans. Consequently, all buildings under construction in the ACT are now required to resubmit their project approvals for revalidation and recertification.
