Tinubu emphasized the necessity of a standby force in addressing escalating security challenges and called on member states to allocate sufficient resources for regional security efforts. He highlighted recent initiatives such as the Regional Action Plan against Terrorism and efforts by Finance and Defence Ministers to mobilize funds for activating the ECOWAS Standby Force, crucial for bolstering counter-terrorism measures.
“Increasing defence budgets and acquiring necessary equipment demonstrate member countries’ commitment to combating insecurity,” Tinubu stated, stressing that effective implementation of these plans requires strong political will and substantial financial support.
Furthermore, Tinubu advocated leveraging Nigeria’s National Counter-Terrorism Centre (NCTC) capabilities, recognized as among the best in Africa, to enhance regional security efforts.
Addressing financial challenges within ECOWAS, Tinubu urged member states to fully comply with the Community Levy Protocol to ensure adequate funding for ECOWAS programs. He committed Nigeria to leading by example in remitting levies while urging ECOWAS management to streamline operations and focus on impactful programs amid economic constraints.
Tinubu also welcomed Senegalese President Bassirou Diomaye Faye to the ECOWAS Authority, commending Senegal’s recent presidential election as free, fair, transparent, and credible, reflecting regional commitments to democracy and good governance.
In concluding, Tinubu called for expediting the second phase of ECOWAS Institutional Reforms to reduce operational costs and enhance organizational efficiency.
