A memo from the Office of the Head of the Civil Service of the Federation revealed that these positions are open to qualified directors within the Federal Civil Service.
Signed by Head of the Civil Service, Didi Walson-Jack, the memo stated, “With Mr President’s approval, the Office of the Head of the Civil Service of the Federation is commencing the appointment process for five permanent secretaries.”
These appointments aim to fill existing and upcoming vacancies in Imo State and the Federal Capital Territory, alongside three newly established rotational zonal roles created due to the addition of new ministries.
To promote fairness, the three zonal positions will initially be allocated to eligible candidates from the North-Central, North-East, and South-East geopolitical zones, selected alphabetically.
Eligibility criteria include:

Being a Grade Level 17 director in the mainstream Federal Civil Service

Verified on the IPPIS portal as confirmed Federal Government staff

At least two years of service as a director

Not scheduled for retirement on or before December 31, 2026

Proof of indigeneship in the state where the vacancy exists
For female civil servants, indigeneship cannot be acquired through marriage, and applicants must have no pending disciplinary cases.
Serving permanent secretaries must confirm in forwarding letters that all applicants meet these requirements and are free from disciplinary actions. They are to submit:

Evidence of compliance with eligibility

A list of eligible Grade Level 17 directors

Confidential personal files of eligible directors

Two copies of each applicant’s CV

Two hard copies and one soft copy of a brief on each eligible director using the provided format
All documents are to be delivered to the Office of the Permanent Secretary, Career Management Office, Federal Secretariat Complex, Phase II, Block A, 4th Floor, Abuja, by 4:00 pm WAT on August 12, 2025.
Since taking office, President Bola Tinubu has appointed at least 26 permanent secretaries to fill various federal civil service vacancies, including eight in November 2023, another eight in June 2024, eight more in December 2024, and two additional appointments in March 2025.
