Titled “A Bill for a Law to Regulate the Relationship between Landlords and Tenants in Lagos State,” the legislation scaled second reading during Thursday’s plenary session.

Presiding over the session, Speaker Mudashiru Obasa explained that the bill aims to establish a balanced legal framework that protects both landlords and tenants while encouraging fairness and stability in housing arrangements.

“We must consider tenants who rely on end-of-year bonuses or annual leave allowances to pay rent,” Obasa said. “Yet, we must also recognize landlords who face rising construction costs and depend on rental income to survive.”

The bill outlines proper eviction procedures, defines the rights and duties of landlords, tenants, and agents, and aims to simplify dispute resolution in court.

Obasa emphasized that the law will make tenancy roles clearer and push the state government to review its housing strategy to ensure more affordable options for residents.

The Speaker subsequently referred the bill to the House Committee on Housing, which will present its findings within three weeks.

  • Sa’ad Olumoh (Ajeromi-Ifelodun I) supported the bill, saying it brings clarity on whether rent should be paid monthly or annually and empowers courts to handle disputes justly.

  • Aro Moshood (Ikorodu II) advocated for the creation of an enforcement agency to curb arbitrary rent hikes, noting that it would help tenants plan better financially.

  • Stephen Ogundipe (Oshodi-Isolo I) applauded the bill’s comprehensive scope, particularly its provisions on agent misconduct and conflict resolution.

  • Femi Saheed (Kosofe II) described the legislation as timely, adding it clarifies landlord rights on issues like tenement rates and land use charges while shielding tenants from abuse.

  • Ajayi Oladele (Ibeju-Lekki II) emphasized the bill’s role in reducing agent-related disputes, saying it brings legal certainty to all parties.

  • Omolara Olumegbon (Lagos-Island I) lauded the bill for aligning rental terms with lawful eviction timelines, noting it offers clarity whether rent is paid monthly or yearly.
