In a statement signed by Comrade Auwal Musa Rafsanjani, the Executive Director of CISLAC, this appeal comes in response to concerns voiced by Senators regarding the Senate’s leadership, led by Godswill Akpabio, expediting the passage of bills without sufficient public hearings and debates, even though the requirement is for two-thirds of legislators to be present before a bill is approved.
Senator Ali Ndume of Borno South expressed his concerns, stating, “You are passing bills without prior notice, including money bills, without any contributions from anyone, and within 2 hours. This is not in the best interests of Nigeria, and history will be the judge.”
Rafsanjani emphasized, “While expediting the legislative process is crucial, it is equally important to ensure substantial input from legislators and the Nigerian public. A bill passed without adequate participation from the people can result in a significant setback for Nigerians.”
“Senators and members of the House of Representatives must make certain that the leadership of the National Assembly considers the popular opinions before passing legislation to uphold transparency and accountability.
The general public should be invited to participate in public hearings because they are stakeholders whose viewpoints should be heard and valued. If the Senate’s leadership, under Akpabio, disregards this, it implies a limitation on the functions of the Senate.”
“The connection between the legislature and the executive should not be merely a rubber stamp. The legislature should play a pivotal role and scrutinize every legislative framework presented to them.
Swift passage of bills does not define legislative activism; other responsibilities such as oversight and public hearings must also be given priority to enhance the quality of life for Nigerians.”
