The reaffirmation of the prohibition on scavengers and their activities, commonly referred to as “Iron Condemn,” was communicated by the Secretary to the State Government (SSG), Prof. Chidiebere Onyia, following an extensive meeting with the leadership and representatives of the Hausa/Fulani Community, as well as their Igbo and Yoruba counterparts at the Government House in Enugu.

Expressing distress over numerous public petitions against the illicit waste pickers, the SSG announced that enforcement of the ban, including the arrest and prosecution of violators, would commence on Monday, January 29, 2024.

Prof. Onyia emphasized that scavengers with malicious intentions were infiltrating the state, breaking into homes, and pilfering valuables. The state is committed to protecting the lives of its citizens and securing their properties from intruders.

Referring to section 20 of the Enugu State Environmental Law, Prof. Onyia warned that anyone caught scavenging within the state could face a two-year imprisonment. He urged residents to remain vigilant, identify potential violators, and report them to the nearest police station or the dedicated taskforce.

“The Enugu State Government is resolute in safeguarding the lives and properties of our citizens. Eliminating any threat to the security and peace of the state is our primary responsibility. We will no longer tolerate the activities of scavengers in the state, aiming to rid the state of all criminal elements and restore order. We assure law-abiding residents that we will work towards creating a safer environment for them,” affirmed Prof. Onyia.

Highlighting the government’s prior efforts, he mentioned the establishment of a committee in November 2023, following residents’ reports of harassment and theft by scavengers. The committee assessed the extent of the threats posed by scavengers, leading to the activation of laws prohibiting their activities.

“As a government with empathy, we allowed time for communication of the order. However, it was observed that more scavengers had infiltrated the state during this period. Hence, we are now determined to enforce the law, and the state taskforce will be deployed on Monday to implement the proscription,” he concluded.

The state government called on law enforcement agencies to apprehend and prosecute unrepentant scavengers, setting examples to deter others. Residents had previously urged the government to address the menace of scavengers, and recent incidents, such as the recovery of dangerous weapons from arrested scavengers, underscored the urgency of tackling the issue.
