An analysis by SaharaReporters of the 2024 Fiscal Appropriation Act has revealed that President Bola Tinubu’s government allocated N4,962,693,163 (approximately N4.9 billion) to the National Institute of Construction Technology and Management (NICTM), a federal polytechnic located in Uromi, Edo State. In addition to projects related to the polytechnic, the government has earmarked funds for several initiatives outside its immediate jurisdiction. These include constructing community halls in Delta State, supplying instructional materials in Plateau State, providing hospital equipment to selected health centers in Delta State, and distributing motorcycles in specific communities in Kano State.

Established by the federal government under the Federal Ministry of Education, the NICTM aims to develop middle and high-level manpower for Nigeria’s economic and industrial growth in construction technology, applied sciences, and management sciences. Its vision is to be a leading technical and vocational education and training (TVET) institution committed to fostering a new generation of creative leaders in construction and related fields.

Despite its stated goals, the NICTM’s involvement in projects like the construction of traditional palaces, police stations, soak-away systems, street lights, or supplying vehicles to community vigilantes appears misaligned with its mission.

The 2024 budget analysis revealed that the Tinubu administration has budgeted N100 million for training and empowering youth on digital payment and banking (POS agents) in Plateau State. Additionally, N200 million was allocated for constructing market stalls at Ribah Modern Market, with the specific location not mentioned in the budget document.

The budget also includes N30 million for constructing side drains and asphalting Ukpoke road spur in Edo State, along with N100 million for constructing a bridge across Ule River in Owan West, Edo State. Furthermore, N500 million has been allocated for road rehabilitation in Uzebba and surrounding communities in Edo State, while N100 million is budgeted for installing solar street lights in selected communities in Bayelsa State.

Other notable allocations include N198,370,607 for renovating school buildings in Epe Grammar School, Lagos, and N297,555,911 for constructing a new hostel there. Additional funding of N247,963,259 each was designated for constructing inner roads with street lights in the school and for renovating staff quarters and the dining hall.

Further allocations include N674,460,064 for the completion of BOB farm road, N247,963,259 for constructing inner roads with solar street lights in Ojomu and Ikota areas, and various projects aimed at providing solar street lights and boreholes across multiple states.

Overall, the budget highlights a commitment to infrastructure development and training but raises questions about the appropriateness of certain allocations given the NICTM’s specific educational mandate.
