FG Cracks Down On Ghost Workers, Orders Salary Freeze From March

The move follows the conclusion of the Personnel Audit and Skills Gap Analysis (PASGA) conducted across the Federal Civil Service.
The directive was conveyed in an official memo from the Office of the Head of the Civil Service of the Federation, signed by the Head of Service, Didi Esther Walson-Jack. The memo, addressed to the Chairman of the Federal Civil Service Commission, Tunji Olaopa, was sighted on Tuesday.
The PASGA initiative, launched in 2025 as part of broader public service reforms, was introduced after President Bola Tinubu’s directive during the 2025 International Civil Service Week. The exercise was designed to ensure that only duly qualified and appropriately placed personnel remain in service, while also identifying irregular or fictitious names on the federal payroll.
Although the audit began last year, the Office of the Head of Service noted that some civil servants have yet to complete either the physical verification or the online skills assessment. To address this, a final two-week grace period has been approved for affected officers to regularize their status before the process is formally closed.
The mop-up verification exercise is scheduled to run from February 16 to February 27, 2026, in Abuja. Physical verification will take place at Atiku Hall (Block A, First Floor) and Afolabi Hall (Block D, First Floor), both within the Office of the Head of the Civil Service of the Federation. The online skills assessment must also be completed within the same timeframe.
The government clarified that the window applies strictly to officers with outstanding issues and emphasized that full compliance requires participation in both the physical verification and the online assessment.
Civil servants who fail to meet the February 27 deadline will be deemed non-compliant. According to the memo, their salaries will be halted from March 2026, and they may face further administrative action, including possible termination of appointment in line with the Public Service Rules.
