Fresh Twist As El-Rufai’s Doctor Breaks Silence On Alleged Forged Medical Report

A consultant oncologist at the National Hospital, Abuja, Bello Abubakar, has admitted writing the medical report submitted in support of former Kaduna State Governor Nasir El-Rufai’s bail application but denied knowing the individual accused of filing the document in court.

According to Premium Times, Abubakar, a Chief Consultant Clinical and Radiation Oncologist, made the disclosure in a voluntary statement to the Independent Corrupt Practices and Other Related Offences Commission (ICPC) in the presence of his lawyer, Rabiu Suleiman of Mahmud SAN & Co.

The doctor insisted he never authorised anyone to depose to an affidavit based on the report.

“I cannot recall anybody with the name Mohammed Bala Aliyu, and I have never deposed or given him any order or authorised him to depose an affidavit,” he said.

The ICPC has filed a four-count charge against Abubakar, alleging that he knowingly issued a false medical report to influence a public officer and support El-Rufai’s bail application.

The case, marked KDH/KAD/ICPC/02/2026, is pending before the Kaduna State High Court.

ICPC Alleges Report Was False

According to the charge sheet, Abubakar authored a document titled “Medical Report and Expert Opinion for Urgent Medical Intervention,” dated June 10, 2026.

The commission alleged that the doctor knew the contents of the report were false before it was presented to a Commissioner for Oaths in Kaduna State and later filed in court.

One of the charges further alleged that Abubakar conspired with an individual identified as Aliyu Bala to prepare the report for use in a further affidavit supporting El-Rufai’s bail application.

The alleged offence is said to contravene Section 79 of the Penal Code.

However, Abubakar denied ever meeting or communicating with the alleged accomplice.

“I have no idea who Mohammed Bala Aliyu is and never had any dealing or contact with the same person. Never,” he stated.

Doctor Explains Relationship With El-Rufai

Abubakar told investigators that he first became acquainted with El-Rufai through the former governor’s wife, whose first child he delivered.

He explained that although El-Rufai later became his patient, he was registered at the National Hospital, Abuja, and not at his private medical facility, Belam Cancer Centre in Jabi.

According to the doctor, El-Rufai had been a patient at the National Hospital since about 2005, while he himself had served at the hospital since it commenced operations in September 1999.

He said he consulted the former governor fewer than four times between 2017 and 2025, adding that those consultations were informal and did not require official medical records.

Abubakar also stated that his interactions with El-Rufai in 2025 were limited to telephone consultations while the former governor was outside Nigeria.

He further disclosed that he consulted El-Rufai three times between June and July 2026 while the former governor was in ICPC custody, following requests from his family.

According to him, two consultations took place at the ICPC facility in the presence of officials from the commission’s clinic, while the third was conducted at the National Hospital.

Abubakar said his visits to the ICPC premises were properly documented and that the July 9 consultation was carried out alongside his senior registrar in line with standard medical practice.

He added that the hospital’s Chief Medical Director and Director of Clinical Services later joined the session, while five medical personnel and El-Rufai’s two wives were present during the consultation.

Doctor Explains Medical Report

Addressing photographs that allegedly showed him handing the medical report to El-Rufai’s wives in the presence of ICPC operatives, Abubakar said the images were taken in the waiting area rather than inside the consultation room.

He explained that he was unintentionally captured in one of the photographs before returning to the Oncology Department to attend to another patient.

On the procedure for issuing medical reports at the National Hospital, the oncologist said requests are usually referred to the appropriate consultant, who has the discretion to prepare the report.

He explained that after a report is prepared, it is expected to be stamped by the office of the Director of Clinical Services before being released to the patient.

Abubakar maintained that it was not his responsibility to determine whether the report was formally registered by the hospital.

He also declined to disclose El-Rufai’s medical diagnosis, arguing that doing so without the former governor’s consent would violate medical ethics and patient confidentiality.

Hospital Challenges Report

Court documents indicate that the Chief Medical Director of the National Hospital, Raji Mahmud, is expected to testify for the prosecution.

According to the filings, Mahmud is expected to tell the court that Abubakar issued the medical report without conducting the required examination and released it to El-Rufai’s family for use in the bail application.

The prosecution also alleges that the National Hospital, in its responses to the ICPC, denied authorising the report attributed to Abubakar.

Investigators further contend that the hospital concluded the document was not issued in accordance with established procedures and was therefore not an authorised hospital report.
