Global Aid Shake-Up As Trump Enforces Tough Gender Conditions

The announcement was made on Thursday, January 22, 2026, by a senior U.S. official, who said the move is aimed at preventing American funds from being used to promote such policies abroad.

The measure expands the long-standing Mexico City Policy, originally introduced under former President Ronald Reagan, which bars U.S. funding for foreign organisations that provide or promote abortion services.

Under the revised framework, U.S. assistance will also be denied to programmes that support gender ideology as well as diversity, equity and inclusion (DEI) initiatives.

According to the official, the policy is intended to ensure taxpayer money is not spent on abortion-related activities, gender programmes or policies the administration considers discriminatory.

The expansion could impact more than $30 billion in potential foreign aid—far exceeding the roughly $8 billion affected under the previous version of the policy.

However, the full scope of the changes remains uncertain, as the Trump administration has already scaled back foreign assistance across several sectors.

In addition, the administration has significantly reduced the influence of the U.S. Agency for International Development (USAID), once the world’s largest provider of public foreign aid.

Throughout his campaign and presidency, Trump has consistently opposed transgender rights and rolled back several policies enacted under former President Joe Biden.

His administration has barred transgender girls from participating in female sports and eliminated the “X” gender marker option on U.S. passports.

Trump has also criticised diversity, equity and inclusion programmes in schools and workplaces, arguing that such initiatives unfairly disadvantage white Americans, who make up a substantial portion of his political base.
