The directives, outlined in a memo from the Office of the Head of Civil Service of the Federation (OHCSF) dated March 12, 2025, were sent to all Federal Ministries, Departments, and Agencies (MDAs). The memo highlights that many civil servants fail to provide the necessary documentation for these requests, causing administrative delays and processing challenges.
With the full implementation of the Human Resource component of the Integrated Payroll and Personnel Information System (IPPIS), compliance with Standard Operating Procedures (SOPs) is now mandatory for all MDAs.
“Following Circular Ref. HCSF/PS/CMO/IPPIS/I/VOL.I/508 dated November 1, 2022, it has been observed that some MDAs do not submit the required documents, delaying approvals for salary migration, name and gender corrections, and next-of-kin updates,” the memo stated.
To streamline processing, the government has made it compulsory for MDAs to ensure all requests include complete and accurate documentation. Requests missing required documents will not be processed.
“MDAs must adhere strictly to the Standard Operating Procedures when submitting requests for changes or corrections to employee records on the IPPIS platform. Any request submitted without the necessary supporting documents will not be approved. Kindly disseminate this information to all relevant personnel for strict compliance,” the memo added.
This directive aims to improve efficiency, enhance payroll accuracy, and prevent fraud within the civil service system.
