Infantino Faces Fresh Pressure As FIFA Moves Toward Independent Governance Review
FIFA President Gianni Infantino has proposed an independent external review of the organisation’s governance framework for major strategic initiatives amid growing concerns from football stakeholders over decision-making processes and recent administrative proposals.
Infantino disclosed the plan in a letter addressed to the FIFA Council and presidents of the organisation’s 211 member associations, according to Reuters. He said he would ask the Council to consider commissioning an independent review aimed at assessing the current governance framework and identifying possible areas for improvement.
According to Bush Radio Academy, the development comes after criticism surrounding FIFA’s now-abandoned FIFA Forward Enterprise proposal, which involved plans to attract private investment linked to the organisation’s commercial rights. The proposal faced opposition from several major football bodies before it was withdrawn.
Infantino acknowledged that the handling of the proposal had caused concern among some stakeholders, particularly because some had interpreted the discussions as evidence that decisions had already been made.
He stressed that the proposal had remained subject to the required approval processes involving the FIFA Council and member associations and said it would not proceed following its withdrawal.
The FIFA president also indicated that stakeholders would be given an opportunity to present their positions during future discussions about possible governance changes. He said his role was not to prejudge the outcome of those discussions and that those supporting particular models should be allowed to explain their positions.
The proposed review comes as pressure for greater transparency and changes to FIFA’s decision-making structures has increased following the controversy surrounding the abandoned investment initiative. UEFA and CONCACAF officials have separately called for independent scrutiny of FIFA’s financial reserves and governance arrangements.
FIFA had earlier said that its withdrawn Forward Enterprise proposal was intended to increase football development funding and that any implementation would have required approval from the organisation’s member associations and Council.
Infantino also sought to reassure FIFA’s member associations that their positions on institutional proposals would not influence how the organisation treats them.
He reaffirmed his commitment to leading FIFA and expressed confidence in what could be achieved collectively, while the proposed independent review is expected to provide an opportunity for stakeholders to examine how major strategic decisions are developed and approved.
The FIFA Council is expected to consider the proposed review as discussions over governance and decision-making within world football continue.
