At a press briefing before signing the law at the Governor’s Lodge in Awka, Soludo maintained that the Supreme Court’s recent judgment did not nullify Section 7 of the 1999 Constitution, which empowers state governments to regulate local government administration. He asserted that the new law aims to enhance transparency and collaboration among government tiers.

This legislative move has sparked concerns from civil society and opposition groups, who claim it attempts to pressure local government chairmen into returning their federal allocations to the state. Chief Damian Ugoh of the Labour Party criticized the law, stating it contradicts the Supreme Court’s stance on local government autonomy.

Dr. Ralph Uche, Executive Director of the Civil Rights and Liberty Organisation, labeled the law “anti-people,” arguing it seeks to divert local government funds meant for grassroots development into a state-controlled account.

In response, Soludo described the new laws as essential for operationalizing the Supreme Court’s judgment rather than undermining it. He emphasized that while discussions about local government structures continue, the laws are meant to ensure responsible management of local government finances and promote collaboration among all levels of government.

Soludo asserted that without cooperation, local governments risk financial instability, potentially requiring state bailouts. He reiterated the importance of structured governance to prevent financial mismanagement and ensure the effective functioning of local governments.

The governor dismissed claims that local government chairmen had been coerced into surrendering their funds, urging critics to recognize the broader goal of sustainable local governance. He concluded that the laws are designed to facilitate accountability and prevent chaos in local administration.
