A press release, signed by the head of press and protocol at the ministry, Mrs. Anastasia Ogbonna, referred to a service-wide circular titled “Revised Guidelines on the Implementation of Zonal Intervention Projects (ZIP) and Constituency Projects (CP),” which was signed by the secretary to the government of the federation, George Akume.
The circular stated, in part, that “No payment shall be made to any contractor for ZIP/CP by MDAs without verification of the execution of such projects/programs and certification by FMSDIGA.”
According to the circular, all MDAs responsible for project implementation are now required to invite the Federal Ministry of Special Duties and Intergovernmental Affairs to verify all zonal intervention/constituency projects (ZIP/CP) listed in both ZIP Appropriation and Capital Appropriation.
Non-compliance with these guidelines has, in the past, resulted in inadequate implementation of government programs and projects.
Regarding the funding for the verification process, the circular explains that “Funds for the purpose of these verification exercises shall be drawn from the Project Administration Funds of the ZIP/CP under the purview of the various MDAs.”
