This directive was conveyed through a memo from the Permanent Secretary of the Ministry of Local Government Affairs, Dame Dr. Itong Awani, and addressed to all LGA administrative heads. According to the memo, the reports must be submitted to the Permanent Secretary’s office by March 26, 2025.

The reports are required to follow a structured format, covering an introduction, council functions, staff breakdown by cadre, and revenue sources. Additionally, they must include details on ongoing and completed projects from the past two years, key achievements, existing challenges, recommendations, and a concluding summary.

The memo stated:

“His Excellency, the Sole Administrator of Rivers State, has instructed all Heads of Local Government Administration to submit their Council Reports to the office of the Permanent Secretary, Ministry of Local Government Affairs.”

“All reports must adhere to the outlined format and be submitted on or before Wednesday, March 26, 2025, for onward transmission to the Sole Administrator’s office at Government House, Port Harcourt, for further action.”

  • Staff Strength (Nominal Roll categorized by cadre)
