The Governing Council includes Loanyie Barituka Victor, representing environmental non-governmental organizations; Bright Onyebuchi Jacob and Henry Obiabure, who represent Niger Delta communities.

Representing the Ogoni Community on the Council are Professor Barinedum Michael Nwibere and Barrister Baride Abdul Gwezia.

The nine oil-producing states are represented by two members: Gideon Onyebuwa Melfor and Dr. Ibikunle Omotehinse.

Additionally, there are four alternate members representing Ogoniland and the Niger Delta: Rev. Canon Dr. Abraham Olungwe (reappointed) and Engr. Maeba Power Ekpobari for Ogoniland; Joseph Akedesuo and Beauty Warejuowei for the Niger Delta.

President Tinubu also reconstituted the HYREP Board of Trustees, with Emmanuel Nwiika Deeyah reappointed as chairman.

Fred Mbombo Igwe and Dr. Fred Barivule Kpakol represent the Ogoni communities and stakeholders on the board, while Mrs. Dorcas Amos represents other Niger Delta communities. Chief Jide Damazio, reappointed, represents NGOs focused on environmental issues.
