Why Is It Not Implemented?’—Lawmaker Blasts FG Over 2025 Budget Delay

Monguno made the remarks on Monday during a Senate Committee on Finance session on the state of the economy, where the Minister of Finance, Taiwo Oyedele, appeared before lawmakers to answer questions.

According to the senator, any government that fails to execute an approved budget has fallen short of its constitutional responsibility.

Questioning the whereabouts of government revenue, Monguno said, “If the 2025 budget has not been implemented, where are these revenues going? We were told that 70% of the budget would be rolled over into 2026 while only 30% would be executed before March. Yet, even that 30% was not implemented.”

He noted that the National Assembly had to extend the lifespan of the 2025 budget until September to give the government more time to carry out the planned expenditure, adding that discussions on the 2026 budget should not even be taking place under the circumstances.

“Doesn’t this raise serious contradictions? If revenues are being generated, why is the budget not being implemented? What then is the government fulfilling if it cannot execute the budget?” he asked.

Monguno further stressed that protecting lives and property remains the primary responsibility of any government, revealing that security agencies had informed lawmakers they had received no capital allocations.

“Every security agency we have engaged has told us they have received zero capital funding. So where is the money going? That is my question. Why is the budget not being implemented? Failure to do so amounts to a violation of the law, and it is an impeachable offense,” the lawmaker stated.
