Teams were seeded based on their latest FIFA world rankings. The top-seeded sides include Italy (12), Denmark (21), Turkey (25), and Ukraine (28). They are followed by Poland (31), Wales (32), the Czech Republic (44), and Slovakia (45). The third tier features Ireland (59), Albania (63), Bosnia and Herzegovina (71), and Kosovo (80). Romania, Sweden, North Macedonia, and Northern Ireland qualified through the UEFA Nations League route, placing them in the fourth tier automatically.
