CCT Chairman Danladi Reacts To Sudden Announcement Of His RemovalThe 10th Senate, under the leadership of Senate President Godswill Akpabio, has removed Yakubu Danladi Umar as Chairman of the Code of Conduct Tribunal (CCT) with immediate effect. A source, who spoke to Vanguard on condition of anonymity, revealed that Danladi Umar learned of his removal while on his way home on Wednesday, when the announcement was made via a television broadcast. The source emphasized the importance of following proper procedures for such decisions, stating, “The government can remove or sack any civil servant, but it must be done following procedure.”

In July, President Tinubu had announced Dr. Kogo as the new CCT chairman. However, the appointment did not adhere to the required procedures, as neither the Federal Judicial Service Commission (FJSC) nor the National Judicial Council (NJC) had been consulted or had screened Dr. Kogo prior to the announcement. Judicial officers, including the CCT chairman, are typically appointed through a formal process involving these bodies. A statement from the Presidency at the time confirmed Dr. Kogo’s appointment, but this process was criticized as flawed.

The source further noted that the Attorney-General of the Federation, Prince Fagbemi (SAN), had been caught off guard by the appointment, as he was not involved in the process. Following this oversight, the Presidency rectified the situation by reassigning Dr. Kogo to the position of Chairman of the Code of Conduct Bureau (CCB), a role he has held for about two months now.

The source raised concerns about the Senate’s recent actions, questioning the validity of its purported decision to sack the CCT chairman, given the legal framework. “The Senate can only exercise removal powers over officials of executive bodies listed under Section 157(2) of the 1999 Constitution, not judicial bodies like the Code of Conduct Tribunal,” the source stated.

While acknowledging the government’s right to remove civil servants when necessary, the source stressed the importance of adhering to the correct procedures. “In all things, the procedure should be followed,” they concluded.
