The motion for the arrest warrant was introduced by Fred Agbedi, representing Ekeremo/Sagbama Federal Constituency of Bayelsa State, under the platform of the Peoples Democratic Party (PDP) during the committee’s hearing on Tuesday.

Agbedi emphasized the urgency of the arrest warrant due to the persistent non-compliance of the invited individuals. He revealed that despite being invited four times, including the CBN Governor and the AGF, they failed to respond to the invitations. As a result, Agbedi proposed that the Inspector General of Police execute the arrest warrant after thorough consideration by the House Speaker, Rep Tajudeen Abbas.

The Committee Chairman, Micheal Irom (APC-Cross River), supported the motion in his ruling. He declared that the Inspector-General of Police should ensure the prompt appearance of the invitees before the committee on December 14.

The decision to issue the arrest warrant was prompted by the petitioner, Fidelis Uzowanem, whose petition was based on the Nigeria Extractive Industries Transparency Initiative (NEITI) 2021 report. Irom highlighted the significance of the NEITI report, stating that it exposed a consolidation of fraudulent transactions within the oil and gas sector. He claimed that the recoverable amount identified in the report could confidently fund the proposed 2024 budget of 27.5 trillion, exposing illegal transactions involving the Nigerian National Petroleum Corporation Limited (NNPCL) and certain oil companies.

As the Inspector-General of Police is tasked with ensuring the appearance of the invited individuals, the House of Representatives aims to address the alleged financial irregularities and fraudulent activities identified in the NEITI report.
