While ostensibly advocating for cost savings and prevention of service disruption, these groups, particularly the ACF, assert that the planned relocation is part of an agenda to further underdevelop the northern region. The senators, in turn, have resorted to subtle threats and blackmail, hinting at repercussions for President Bola Tinubu in the 2027 re-election if he proceeds with these policies.
At the heart of the matter is a recent internal memo from the CBN, announcing its intention to transfer some departments to Lagos due to congestion at its headquarters in Abuja and other reasons. The CBN explained that the move aims to optimize operational efficiency and comply with building safety standards.
The Minister of Aviation and Aerospace Development, Festus Keyamo, officially announced the relocation of FAAN in a memo dated January 15, 2024. This decision has further intensified opposition from the ACF, NEF, and northern senators.
Their arguments against the government’s moves, such as increased costs, loss of talent, and operational disruptions, may seem reasonable on the surface. However, the willingness of employees to relocate is inherent in their employment agreements, except under exceptional circumstances.
The resistance from northern groups reflects a mindset ingrained in a system accustomed to a specific pattern, regardless of its benefits to constituent units. Such arrangements foster a sense of entitlement among beneficiaries, allowing them to believe they have the divine right to make decisions for those they perceive as working for them. This entrenched paternalistic approach is evident in the current opposition to the proposed relocations.
