Paula, who takes care of Ashley full-time, discovered Urban’s heinous acts in October 2022 when setting up cameras to observe her daughter’s seizures. Instead, the footage revealed Urban undressing, assaulting, and redressing Ashley while she was unable to move or communicate.

Despite Urban’s guilty plea, the victim and her family grapple with the trauma caused by his actions. Paula, determined to seek justice, advocates for “Ashley’s Law” to protect vulnerable adults like her daughter.

Ashley’s seizures prompted Paula to believe her daughter was silently crying for help, and the cameras became crucial evidence in exposing the abuse. South Jordan police arrested Urban, who is currently in custody at Salt Lake County Jail. However, there is no mandatory minimum prison sentence due to Ashley’s age.

Nathan Woodward, a Utah attorney moved by Paula’s story, reached out to assist the family. Woodward highlighted the legal gap where punishment severity hinges on the victim’s age, neglecting considerations of mental capacity in adults. Paula, alongside Woodward, aims to address this loophole through the proposed ‘Ashley’s Law.’

Paula emphasizes that Ashley, with the mental capacity of an infant in an adult body, deserves justice for the abuse she endured. The absence of a mandatory prison sentence exposes a flaw in the legal system, prompting efforts to rectify it through legislative measures.

Heartbroken over the betrayal by Urban, Paula expressed her commitment to ensuring her daughter’s safety, vowing to fill the void in the system and prevent others from experiencing similar injustices.
