This request was made during the North West Zonal Public Hearing on the Review of the 1999 Constitution, held on Saturday. The event brought together stakeholders from Kano, Katsina, and Jigawa States, including civil society organizations, traditional leaders, and government officials.

Kaduna State Governor Uba Sani, represented by his deputy, Hadiza Balarabe, criticized Nigeria’s current overly centralized federal system, describing it as unsustainable. He argued that this structure hampers development and disconnects citizens from governance.

“Our present system does not uphold the principle of subsidiarity,” he noted.

He urged for a constitutional overhaul that would grant states full authority over natural resources within their boundaries, along with the power to legislate on internal matters.

Governor Sani also reiterated his call for the establishment of state police, pointing out that his earlier efforts in the 9th Senate were thwarted by political opposition.

“Security cannot be national if it is not local. Kaduna stands ready to support constitutional reforms for the creation of state police,” he declared.

In a similar submission, the Kano State Government, represented by Deputy Governor Comrade Aminu Gwarzo, advocated for the creation of a new state and 26 more Local Government Areas, aiming to increase its current total from 44 to 70.

“We strongly support restructuring and back the nationwide demand for the creation of new states, provided they fulfill the criteria outlined in Section 8 of the Constitution,” Gwarzo stated.

Kano State also called for full constitutional autonomy for local governments and proposed amendments to Sections 2(2), 7, and 162(5), seeking to entrench LGAs as an independent and functional tier of government.
