The penalties come after an extensive investigation conducted by the Premier League into undisclosed payments connected to player transfers carried out between 2011 and 2018.
According to league officials, the club has also received a nine-month academy transfer ban. In addition, a one-year first-team transfer restriction has been placed on the club, though this sanction has been suspended for two years.
Investigators reviewed several transactions involving payments to offshore entities linked to transfer deals. At least six of the payments were marked as suspicious during the inquiry. These sums were reportedly not reflected in the financial statements submitted by the club to football authorities at the time.
Some of the transfers examined during the probe are believed to involve players such as Eden Hazard, Samuel Eto’o, and Andreas Christensen.
The financial discrepancies were identified during the due diligence process when a consortium led by Todd Boehly completed the takeover of the London club in 2022. The new ownership subsequently reported the findings to the Premier League, the Football Association, and UEFA after reviewing historical records.
Under regulations governing clubs in England and Europe, teams are required to submit accurate annual financial reports to ensure compliance with financial fair play and related rules.
Chelsea had previously been fined £8.64 million by UEFA in July 2023 for incomplete financial reporting linked to the 2018 and 2019 seasons. While UEFA’s investigation was limited by a five-year statute of limitations, the Premier League does not have such a restriction, allowing authorities to examine transactions dating back more than a decade.
