The ranking was published by Nigerian policy think tank, Agora Policy, based on data from State Budget Implementation Reports and the organization’s own analysis.

Yobe outperformed other top-ranking states including Delta (97.9%), Rivers (93.4%), Ekiti (87.9%), and Lagos (87.0%). Other states in the top ten include Bauchi (86.9%), Osun (86.5%), Edo (83.2%), Kogi (79.9%), and Akwa Ibom (79.1%).

Analysts at Agora Policy described Yobe’s near-total budget execution as a clear reflection of “a government that moves beyond planning to actual delivery of promises.”

Reacting to the report, Yusuf Ali, Focal Person on Digital and Strategic Communications to the Yobe State Government, said the new ranking cements Yobe’s growing status as a benchmark for transparent and efficient governance.

“This stellar performance is a testament to Governor Mai Mala Buni’s dedication to prudent financial management and impactful leadership,” Ali stated. “His administration has consistently prioritized effective and timely implementation of the budget, particularly in key areas like infrastructure, education, agriculture, healthcare, and security.”
