FCT Tightens Mobile Rules: Residents Must Switch To Torchlight Phones
The Federal Capital Territory Administration (FCTA) has announced a ban on the use of smartphones and other smart devices by staff at Grade Level 14 and below within office premises during working hours.
The directive was issued in a circular (Ref: FCT/DLA/259/III) addressed to all Heads of Divisions, Sections, Units, and staff of the Department of Land Administration and the Abuja Geographic Information System (AGIS).
According to the circular obtained by Sahara Reporters, the policy will be fully enforced starting Monday, 1 December 2025.
The ban applies to smartphones, smartwatches, and all internet-enabled devices, which staff will no longer be allowed to use or carry within office premises during working hours.
“To facilitate implementation, management has provided secure storage cabinets where affected staff are expected to deposit their devices upon arrival. The devices will only be accessible during official break periods,” the circular stated.
The memo also referenced a staff general meeting held on 18 November 2025, where workers reportedly agreed that only basic ‘torchlight’ phones without internet capability would be allowed for essential communication during office hours.
Management personnel have been instructed to enforce the policy strictly among their subordinates.
The circular further stated:
*”I am directed to inform all staff of the Department of Land Administration and Abuja Geographic Information System (AGIS) on Grade Level 14 and below that enforcement of the prohibition on smartphones, smartwatches, and other smart devices within office premises during working hours will commence on Monday, 1 December 2025.
“Secure cabinets have been provided for staff to deposit their devices, which may only be accessed during official breaks.
“All affected staff are reminded of the collective decision reached at the staff general meeting on 18 November 2025, allowing only torchlight phones without internet for essential communication during office hours.
“Staff are advised to comply strictly with this directive, as any violation will attract appropriate disciplinary action. Management personnel are enjoined to communicate the content of this circular to their subordinates and ensure full compliance.”*
