Under this policy, students under 18 will not be permitted to sit for these exams. NUT has argued that this policy is outdated, given that economic realities often compel parents to enroll their children in school at an earlier age, leading to early learning.

Dr. Mike Ene, NUT Secretary-General, told The Punch that the policy would be effective only if it addresses early enrollment practices starting at the primary school level. He explained that historically, children had to pass a basic readiness test before starting school. “Things have changed,” Ene noted. “Economic pressures force parents to enroll their children early in crèches where they begin learning. You can’t prevent children from learning; their brains are wired to develop continuously.”

Ene also expressed concern that exceptional students might be adversely affected by the policy. “Some students are 16 years old in SS3. Will they be expected to wait two more years? This policy could lead to numerous legal challenges and needs a thorough reevaluation,” he added.
