Fubara Threatens Tough Sanctions On Permanent Secretaries Over Emergency Rule Misconduct

Fubara issued the warning on Friday at the Government House in Port Harcourt while swearing in a new Permanent Secretary, Austin Ezekiel-Hart.

Charging the new appointee to uphold professionalism, the governor emphasized the need to respect civil service values and avoid actions that undermine due process.

“I have decided that this time around I won’t be doing too much talking. I would like actions to speak for us. This appointment you received today is because you chose to remain a professional,” Fubara said.

He stressed that his administration is built on integrity and would not tolerate shortcuts in governance. Reflecting on the period of emergency rule, the governor lamented that some Permanent Secretaries compromised their duties by backing actions contrary to civil service standards.

“For every one of you here, the Permanent Secretaries who were involved in illegality—when I say illegality, I’m not talking about the emergency rule itself, but about not guiding people to do what is right, supporting things that are against civil service standards—your punishment will come. Just be prepared. The records are there, and at the right time, I will bring them up one by one against you,” he warned.

Turning to Ezekiel-Hart, Fubara praised him for standing firm and refusing to compromise despite pressures during the crisis.

He said: “I don’t need to tell your story; many here already know that you stood your ground as a professional. Doing the right thing, defending your superior in the right way—that is what leadership demands. That steadfastness has earned you this appointment.”

The governor reminded civil servants that truth, fairness, and due process must always guide their actions, stressing that his administration would never compel anyone to act outside the law.

“I have never asked anybody—from commissioners to anyone working with me—to please me. I only request that you do the right thing so that posterity will judge you fairly,” he said.

Fubara further maintained that no directive, regardless of its source, should override established rules and procedures.
