Police have released disturbing footage of the event, seeking public assistance in identifying the suspect prior to her apprehension.
In the video captured on July 18, a man and woman can be seen pushing a stroller with their child. The man suddenly runs away upon noticing the suspect approaching from behind with a raised gun.
The woman then fires three shots while the female victim cries out, “My baby.”The shooter callously responds with, “F**k your baby, bitch!” before fleeing the scene.
Fortunately, the parents were unharmed, but the infant sustained a gunshot wound to the leg.
During a weekend press conference, Philadelphia Police Lt. Dennis Rosenbaum described the incident, stating, “You see in that video, she really points the gun at the mother of the baby, who’s also a juvenile, and fires.
Luckily, she missed. Obviously, that’s when the baby got hit. A 7-month-old baby isn’t going to remember that, but it’s always going to be out there.
That story’s always going to be out there.”The suspect, identified as 28-year-old Dominique Billips, was arrested on Friday following numerous tips to law enforcement.
According to Rosenbaum, the altercation stemmed from an alleged $100 narcotics debt, which is believed to be the motive behind the shooting.Reports indicate the father was the intended target.
After the shooting, a neighbor transported the injured infant to the hospital for treatment, while the parents fled due to outstanding warrants, eventually contacting police upon reaching safety.
Dominique Billips has been charged by the District Attorney’s office with aggravated assault and other related offenses, awaiting formal arraignment.To view the video of the incident, click below.
