One significant regulatory initiative is the “no-premium, no-cover” policy. Yet, insurance coverage remains limited, especially among low-income groups. The National Insurance Commission reports that insurance penetration is under 1% of Nigeria’s GDP. Although the life insurance market shows promise, a substantial portion of the population remains uninsured.

The situation is even more critical concerning health insurance. The National Health Insurance Scheme (NHIS), launched in 2004 to provide affordable healthcare, initially covered only about 4.2% of the population. This figure has improved gradually, with the transformation of the NHIS into the National Health Insurance Authority in 2022 marking a significant policy shift. Now, health insurance is mandatory for all citizens, and by early 2022, around 15 million Nigerians had coverage, reflecting slow but steady progress.

Coverage for children in underserved communities remains particularly low. Many children from low-income families face substantial barriers to healthcare, often missing routine check-ups, vaccinations, and emergency care. The NHIA Act prioritizes children, pregnant women, and the elderly, but penetration remains inadequate among these vulnerable groups.

Research indicates that uninsured children are three times more likely to have unmet health needs compared to their insured peers. The long-term implications are severe; inadequate access to preventive care can lead to chronic health issues, further exacerbating public health crises in low-income communities.

Health insurance for children offers numerous benefits. It ensures access to essential preventive services, such as vaccinations and regular check-ups, which are vital for healthy development. Additionally, it alleviates financial burdens on families, enabling them to prioritize healthcare without sacrificing other basic needs.

According to the Kaiser Family Foundation, insured children tend to perform better in school and are more likely to achieve higher earnings as adults, emphasizing the importance of expanding health insurance coverage for underserved children.

However, affordability poses a significant barrier to expanding coverage. Funmi Omo, a prominent figure in the insurance industry, noted that for families below the poverty line, even minimal premiums can be unaffordable. Globally, the challenge is pronounced in developing regions like sub-Saharan Africa, where only about 4% of children have health insurance. This lack of coverage stems from systemic issues such as underfunded healthcare systems, shortages of healthcare professionals, and logistical difficulties in reaching remote areas.
