Kaduna Governor Uba Sani Enacts Progressive Legislation To Boost Innovation, Investment, And Public Welfare

Kaduna State Governor, Uba Sani, has recently ratified a series of new bills, marking a significant step towards fostering innovation, investment, and public well-being in the region.

Among the bills signed into law is the “Provisions for the Development of Tech-Enabled Start-Ups and Other Related Matters Law, 2023.”
Additionally, the establishment of the State Council for Digital Innovation and Entrepreneurship has been announced, with Dr.
Hadiza Sabuwa Balarabe, the Deputy Governor, at the helm. This council will collaborate with the Commissioners for Business and Innovation, Finance, Planning and Budget, and other pertinent government departments.
One of the key legislations is the “Repeal of the Kaduna Investment Promotion Agency Law, No. 17 of 2015 and Enactment of the Kaduna Investment Promotion Agency Law, 2023, and Related Provisions.
” This law seeks to reinvigorate the state’s investment drive by providing a regulatory framework for promoting investments, particularly through public-private partnerships.
Furthermore, the signed bills encompass a comprehensive range of concerns. For instance, amendments have been introduced to fines and penalties in the laws of Kaduna State to align them with contemporary reforms.
Another law focuses on public health, aiming to enhance the safety of the population from health hazards, prevent diseases, and elevate standards in food safety and occupational health.
A key stride in social welfare has been taken with the enactment of a “Social Security Scheme Law, 2023.
” This law institutionalizes social investment programs, creating a safety net to alleviate poverty, support vulnerable individuals, and ensure accessible and quality healthcare for all residents of the state.
The law establishes an Administration overseeing contributory pension, contributory health, social assistance, legal services, and secretariat functions.
