The Federal Government has established new prerequisites for tolling on the Benin-Asaba and Lagos-Abeokuta Expressways, stipulating that toll collection will only start upon the full completion of 100% of one carriageway. The government has emphasized that strict adherence to other conditions, including the project design, approved construction period, and a prohibition on variations, is imperative. Minister of Works, David Umahi, introduced these new parameters to enhance the quality delivery and management of road infrastructure under the Highway Development and Management Initiative, ensuring efficient utilization by road users.

In a statement by his Special Adviser on Media, Uchenna Orji, the minister highlighted that the discussions aimed to chart a more effective operational model for the Highway Development and Management Initiative and improve contractual relations between the Federal Government and concessionaires.

The statement outlined key parameters introduced by the minister, including the alignment of business plans with socio-economic dynamics, adherence to federal laws for tolling road projects, and the requirement for express written permission for contingency and variation in prices. The investor’s responsibility to verify and adopt Bill of Quantities in line with market prices, conducting road traffic counts, public sensitization on toll programs, and adherence to highway standards were also emphasized.

The team leader of Africa Plus Partners Nigeria Limited expressed gratitude for the minister’s insights and committed to robust negotiations for a project review that meets the standard of road construction. They pledged to conduct further technical analysis on raised issues and present the findings to the minister for consideration, aiming for a financial close to commence work without delays.
