During an appearance on Arise TV’s Morning Show on Thursday, Senator Nwoko discussed the specifics of his legislation, which is currently awaiting its first reading in the Senate. The proposed bill establishes strict criteria for civilian firearm ownership, including obtaining medical certifications from two doctors to confirm mental fitness, endorsements from local government chairmen for community validation, certification by a traditional leader, and a verification of the applicant’s criminal record by the Divisional Police Officer.
Emphasizing the necessity of the bill in the face of increasing violence and insecurity nationwide, Nwoko underscored the importance of empowering law-abiding citizens to protect themselves and their properties.
The senator clarified, “Talking about my bill, it is not just about people carrying arms or going into a store to buy arms; there are measures that have been proposed and are very strict.” Drawing a parallel with the United States, where the right to bear arms is constitutionally enshrined, Nwoko outlined a comprehensive process for Nigerians interested in carrying firearms.
He proposed the establishment of gun shooting schools in every local government area, run by former military officers. Individuals seeking to bear arms would first undergo training at these schools. After certification, applicants would seek validation from their community leaders, obtain medical certifications, and ensure there are no criminal records with the local government chairman and the Divisional Police Officer.
Nwoko explained that his motivation for the bill stems from a careful consideration of the challenges faced by Nigerians who are increasingly becoming victims of various forms of violence. He highlighted the prevalent lawlessness in the nation and expressed doubt in the ability of security agents to effectively protect lives and properties as mandated by the constitution.
As a member of the Senate committee on police matters, Nwoko revealed the inadequate resources and capabilities of the police force, asserting that the common man is often left without sufficient support from law enforcement in the face of security threats.
