NERC Announces Tough Timeline For DisCos To Finalize Meter InstallationsElectricity Distribution Companies (DisCos) in Nigeria have been given a strict deadline of January 1, 2025, to complete the upgrade of Standard Transfer Specification (STS) meters for all their customers. This directive was issued by the Nigerian Electricity Regulatory Commission (NERC) during the Fourth Quarter 2024 Nigerian Electricity Supply Industry (NESI) stakeholders’ meeting. In a statement posted on its X handle, NERC underscored the importance of meeting the deadline: “NERC has directed DisCos to expedite the migration of STS meters to avoid service disruptions. Penalties will be imposed for each meter that is not migrated from January 1, 2025.”

The Commission also reiterated the obligation of DisCos to replace faulty or outdated meters within their franchises. Under the Customer Protection Regulation 2023, DisCos are prohibited from charging customers for these replacements or reverting them to estimated billing.

At the meeting, the Executive Vice Chairman/CEO of the Federal Competition and Consumer Protection Commission (FCCPC), Mr. Tunji Bello, stressed the need for DisCos to prioritize consumer rights in their metering processes. He condemned the ongoing issues of arbitrary billing and a lack of transparency in the system.

“We are gathered here today because consumers’ rights in metering must be a top priority. The current challenges, particularly unfair billing practices and opaque metering processes, are unacceptable. It is vital that consumers are treated fairly, and that all practices adhere to the regulatory standards set by bodies like NERC,” Bello emphasized.
