NNPCL Reports Unexpected Challenges In Port Harcourt Refinery ProjectThe Nigerian National Petroleum Corporation (NNPC) has explained the reasons behind the delay in the completion of the Port Harcourt Refinery, just two months after missing its September deadline. In an interview with Punch on Monday, NNPC’s Chief Corporate Communications Officer, Olufemi Soneye, cited unforeseen risks and challenges associated with the rehabilitation of the brownfield project as the primary causes of the delay.

Soneye highlighted that while the mechanical completion of the PHRC revamp was successfully achieved months ago, marking a significant milestone, the next phase—commissioning critical equipment and process units—faced complications. He explained that the inherent complexity of brownfield projects often leads to unexpected obstacles, but reassured that the issues had been resolved and commissioning activities were now progressing.

“These challenges have been effectively addressed, and the commissioning process has resumed,” Soneye confirmed. He emphasized that work on the project continues around the clock to ensure its successful completion.

When asked about a revised completion timeline, Soneye simply responded, “Shortly,” without providing a specific date. The NNPC has refrained from setting a new deadline following repeated failures to meet previous targets, which have now been missed seven times.

The Port Harcourt Refinery is one of three refineries owned by the federal government and managed by the NNPC. Nigerians are hopeful that its rehabilitation will help reduce fuel costs by enabling local refining and decreasing reliance on imported refined products. However, in a recent development, the NNPC announced it would continue importing fuel, stating it is not the sole off-taker of petrol from the Dangote Refinery, which has further dampened hopes for immediate relief from high fuel prices.
