According to reports, Ribadu made this known on Wednesday while addressing participants at a workshop on “Coordinated Risk Monitoring and Communication for Floods and Other Disasters,” held at the National Counter Terrorism Centre (NCTC), under the Office of the National Security Adviser in Abuja.

He emphasized that transitioning from reactive disaster responses to proactive and anticipatory action is both a humanitarian need and a crucial national security strategy.

“This workshop goes beyond discussions — it reaffirms our dedication to strengthening early warning systems and enhancing timely responses, essential tools in protecting vulnerable populations from the harsh effects of disasters,” Ribadu stated.

“For us at the Office of the National Security Adviser, proactive disaster preparedness is not only a humanitarian necessity but also a national security priority. Poorly managed disasters can worsen insecurity, trigger mass displacements, damage infrastructure, and increase societal vulnerabilities.”

Also speaking at the event, Vice President Kashim Shettima described the workshop as a necessary step in tackling the growing risks posed by climate-related disasters, particularly floods that affected over five million Nigerians in 2024.

“These events are no longer distant threats. They are here with us — flooding homes, sweeping through communities, and testing our preparedness and empathy,” Shettima warned.

He called for an urgent departure from the outdated, reactive approach to disaster management in favor of a proactive model.

“For years, we’ve waited for disasters to strike before responding. We watch the waters rise, homes disappear, and only then rush in with aid. This delayed response is expensive and often ineffective,” the Vice President said.

“We lose nearly 5% of our GDP annually to reactive disaster strategies. It’s an unsustainable and unjust system, especially for the most vulnerable. We must act ahead of time, not after the damage is done.”
