The initiative, aimed at improving the quality of human resources in the state’s workforce, was explained by Dr. Anthony Okungbowa, the Head of Service. According to Okungbowa, the policy is designed to attract top-tier talent to the public sector, which will help enhance service delivery and contribute to the state’s growth and development.
“Governor Okpebholo has approved the Graduate Development Programme (GDP), which will bring in first-class graduates and those with high-grade degrees into the state’s civil and public services,” Okungbowa said. “This initiative will ensure the development of high-quality personnel, ultimately strengthening the system for better governance.”
He further emphasized that the focus is not only on attracting first-class graduates but also on retaining them, which he identified as one of the key challenges facing the program. The Governor has expressed a strong commitment to ensuring that these high-caliber graduates remain in the service and contribute their skills to the state’s development.
“We encourage all first-class graduates of Edo origin, from both Nigerian and international universities, to take advantage of this opportunity for automatic employment in the state’s civil service,” Okungbowa added. The program targets recent graduates from 2020 onwards, though the Governor is open to extending this to other batches as well.
The Graduate Development Programme will involve rotating participants through various Ministries, Departments, and Agencies (MDAs), with plans also in place to expose them to the private sector for further experience. After completing these rotations, graduates will bring their expanded expertise back into the system to help drive improvements in governance and contribute to the state’s overall development.
“Governor Okpebholo’s vision is clear. He is not only focused on bringing these graduates into the civil service but also ensuring that they remain and thrive,” said Okungbowa. “The sustainability of this initiative depends on the continued partnership between the government, institutions like Edo Innovate, and the graduates themselves.”
The announcement, made on November 28, was shared through a press release from Fred Itua, the Chief Press Secretary to the Governor of Edo State.
