Ondo State Governor, Rotimi Akeredolu, reportedly approved a staggering sum of over N7.3 billion for “contingency” between July and September 2023, as revealed by a budget performance report obtained by SaharaReporters. This significant approval occurred during the time when the governor was on medical leave in Germany, having initially embarked on a 21-day leave on June 7, 2023, and returning to the country in September. The report, titled “Ondo State Third Quarter (July – September) 2023 Budget Performance,” which is available on the state government’s website, disclosed that the Akeredolu-led government spent over N8.16 billion on “contingency” in the last nine months, significantly exceeding the N1.07 billion initially appropriated and approved by the Ondo State House of Assembly in the 2023 budget.
The document indicates that a whopping N7.1 billion was allegedly spent illegally above the budget ceiling on “contingency.” Specifically, between July and September 2023, N7.36 billion was spent on the same “contingency” item.
Contingency, as defined by the Cambridge Dictionary, refers to something that might possibly happen in the future, usually causing problems or making further arrangements necessary.
Despite attempts to seek clarification on the substantial expenditure from Olatunde Olabode Richard, the Chief Press Secretary to the governor, calls and text messages went unanswered. This has raised questions about the legality and appropriateness of spending an extra N7 billion without proper appropriation or approval by the state legislature.
A lawmaker, speaking anonymously, expressed concerns over the governor’s actions, suggesting that Akeredolu might have violated the state’s appropriation law and committed impeachable offenses. Spending without the approval of the State Assembly is deemed extra-budgetary and illegal.
Governor Akeredolu, who returned to Nigeria from his medical leave in Germany in September, has been governing the state from his residence in Ibadan, Oyo State. Notably, there has been no State Executive Council meeting since his return, fueling speculations about his health and ability to discharge his duties effectively.
Earlier reports in January suggested that Governor Akeredolu was battling leukemia, a type of cancer that affects the blood-forming tissues, hindering the body’s ability to fight infections. Treatment for leukemia can be complex, depending on the type and other factors.
The alleged approval of over N7.3 billion for “contingency” raises concerns about financial accountability and adherence to budgetary provisions, prompting calls for transparency and further investigation into the expenditures by the Ondo State government.
