Rivers Civil Service Gets Major Boost As Sole Administrator Approves Secretariat Overhaul, New Housing

The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), has approved the full rehabilitation and modernisation of the Rivers State Secretariat Complex, just days before the end of his six-month tenure.....KINDLY READ THE FULL STORY HERE▶

Ibas, whose emergency mandate expires on Thursday, September 18, 2025, made the announcement on Wednesday during the 2025 Civil Service Week Gala and Awards Ceremony at Government House, Port Harcourt.

According to his Senior Special Adviser on Media, Hector Igbikiowubo, the project is aimed at transforming the state secretariat into “a modern, efficient, and conducive workspace for civil servants — the backbone of governance.”

He also approved the construction of 106 housing units for civil servants as part of a broader welfare package.

“These interventions are not just about recognising your service but about improving your welfare in lasting and meaningful ways. We must build a system that is efficient, effective, and truly citizen-focused,” Ibas stated.

The Sole Administrator paid glowing tribute to retired Heads of Service and Permanent Secretaries, hailing them as “pillars of the state’s administration,” and urged serving officers to emulate their sacrifice and resilience.

He stressed the importance of innovation and continuous training, encouraging civil servants to embrace technology to prepare the system for the future.

In her welcome address, Acting Head of Service Dr. Inyingi Brown described the civil service as “the engine room of government” and thanked Ibas for his support.

“A society that does not honour its heroes is not worthy of emulation,” she remarked, pledging to sustain the legacy of discipline and loyalty while projecting the service to become a model of efficiency and transparency by 2030.

Speaking on behalf of retirees, Sir Promise Njowhor, President of the Association of Retired Permanent Secretaries, described the recognition as “historic.”

“For the first time since the creation of the state, we are being honoured. Our morale has been lifted,” he said, pledging the group’s support for government programmes.

The ceremony climaxed with the Forum of Permanent Secretaries presenting Ibas with the “Most Civil Service Friendly Award” in recognition of his commitment to workers’ welfare.

Vice Admiral Ibas was appointed Sole Administrator on March 18, 2025, following President Bola Tinubu’s declaration of a six-month emergency rule in Rivers State, which suspended Governor Siminalayi Fubara, his deputy, and the House of Assembly amid the prolonged political crisis between Fubara and his predecessor, Nyesom Wike.
