The swearing-in ceremony took place at the Executive Chambers of the Government House in Port Harcourt, the Rivers State capital.

In his remarks, Ibas urged the appointees to uphold accountability, innovation, and ethical governance in their respective ministries, describing their appointments as both strategic and necessary, given the ongoing leadership gap created by the retirement of experienced officials.

“Your appointments are timely and vital. You must drive effective governance and ensure that your work translates into meaningful service to the people,” Ibas said.

He emphasized that public office is not ceremonial but must yield measurable and impactful results for citizens, urging the officials to serve as agents of reform and drivers of transformation across government institutions.

Ibas also stressed the need for fiscal responsibility and transparency, warning that every public fund spent must be properly justified and accounted for.

“Government must operate as a unified system with clear goals. Every naira disbursed must be tracked, and you must be deliberate and transparent in all your financial dealings,” he added.

He called on the new Permanent Secretaries to embrace digital solutions, improve inter-ministerial collaboration, and discard obsolete bureaucratic practices in favor of efficiency and service delivery.

Underscoring the importance of integrity in public service, Ibas charged the appointees with the task of restoring public trust by rejecting corruption and mediocrity and striving for a higher standard of leadership.
