Ukraine PM Resigns, Paving The Way For Zelensky’s New Foreign Policy Line-Up

Ukraine’s parliament approved Svyrydenko’s resignation during a vote on Tuesday, formally ending her tenure as prime minister.

Although Zelensky had not announced a replacement at the time of filing this report, he said the administration was revising its political strategy to address “new challenges and new tasks” facing the country.

The leadership changes come at a crucial stage in Ukraine’s war with Russia, as Moscow intensifies ballistic missile strikes on Ukrainian cities and Kyiv seeks to bolster its air defence capabilities.

Svyrydenko, who assumed office in July 2025, played a key role in Ukraine’s relations with the United States. She was instrumental in strengthening ties with senior U.S. officials and helped negotiate a strategic minerals investment agreement between Kyiv and Washington following a tense Oval Office meeting involving Zelensky and U.S. President Donald Trump.

Despite her resignation, Zelensky suggested Svyrydenko could remain in his administration in another senior role. Speaking over the weekend, the president said he intended to restructure responsibilities within his government and had offered her a position overseeing relations with “a key partner,” though he did not identify the country or institution involved.

Svyrydenko Defends Her Record

Responding to her departure, Svyrydenko said her administration had delivered “concrete results” during her time in office. She also shared a photograph of herself making a heart symbol with her hands while addressing lawmakers in parliament.

In Ukraine, the prime minister is primarily responsible for domestic governance, economic management, and implementing government policies, while battlefield decisions and military operations remain under the authority of President Zelensky and the country’s top military commanders.

Meanwhile, Ukrainian media have identified Sergiy Koretsky, the chief executive of state-owned energy company Naftogaz, as the leading contender to replace Svyrydenko.

Zelensky met with Koretsky over the weekend shortly after announcing plans for the cabinet reshuffle, praising his “effective leadership” in what he described as an “extremely complex sector.” The remarks have fuelled speculation that the energy executive could become Ukraine’s next prime minister.

Energy security remains one of Ukraine’s biggest concerns as the war continues. Russian missile and drone attacks have repeatedly targeted the country’s power infrastructure, causing widespread electricity outages, particularly during the winter months.

To strengthen national security, Kyiv has also announced plans to begin domestic production of U.S.-made Patriot air defence systems to better protect critical infrastructure and civilian populations from continued attacks.

The planned government overhaul is expected to reshape Ukraine’s foreign policy, economic management, and engagement with key international partners as Kyiv seeks sustained military and financial support.

Zelensky has described the changes as essential to preparing the government for the next phase of the war and the evolving diplomatic and security challenges facing the country.
